Proposed Settlement NCD Drawing Mixed Opinions

While majority support neighborhood conservation district in the North Brookline, some neighbors remain skeptical.

  In order to preserve the character of a neighborhood, residents can come together to create a neighborhood conservation district or NCD thanks to a zoning bylaw change enacted last fall. This is exactly what residents of an area known as The Settlement, north of Route 9 near the Heath School, hope to accomplish with a warrant article planned for the fall's Special Town Meeting. They spoke to the Selectmen about this on Tuesday night.  According to the NCD bylaws, if passed, the Settlement will have a five- to seven-member neighborhood conservation commission made up of members of the Conservation Commission, and neighbors who have been interviewed and appointed by the Board of Selectmen. Leaf Blower Ban Lifts Until December 15

The Town Meeting-approved bylaw banning gas-powered leaf blowers stipulates that anyone can use them from Sept. 15 to Dec. 15.

Last fall the The leaf blower ban warrant article passed last fall's Special Town Meeting, and went into effect in June of this year.  Per the stipulations of the bylaw, gas-powered leaf blowers are not permitted except during two two-month-long windows during the year: from March 15 to May 15, and from Sept. 15 to Dec. 15 Outside of those dates and times, use of gas leaf blowers is not allowed. The ban does not apply to electric leafblowers, nor to to the Department of Public Works's leaf blowers or those of town Contractors.  If you have a leaf blower, it also has to meet the town's noise limit of 67 decibels. Selectmen Looking for More Liquor Licenses

The Board of Selectmen plans to file a warrant article which could get the town a few more liquor licenses.

Officials are hoping to order another round of liquor licenses for Brookline. A warrant article the Board of Selectmen plans to file for Fall Town Meeting would petition Mass. Alcoholic Beverages Control Commission (ABCC) for up to 11 additional liquor licenses. The Board discussed this proposed article at their Aug. 21 meeting.  Said Selectman Ken Goldstein, "We are at a critical place with our licenses: we’re somewhere between zero and one licenses." Earlier this year, the Selectmen (conditionally) approved the final few liquor licenses--with some confusion over how many licenses remain when Taberna de Haro, KooKoo Cafe and M.J. Week in Review: November 14 - 18

Brookline holds and concludes Special Town Meeting, voting on a number of local issues.

On Monday, Cake and Ice Cream to Celebrate to celebrate Brookline's 306th birthday. Moms Talk reflected on the morning of an epic Wish, 11/11/11 at 11:11. We had a championship win at Babson College for Brookline Girls Volleyball over the weekend. In Brookline Police Log, there was a man who really didn't want people working outside his house. We've also invited you to Share Your Favorite Thanksgiving Memories. Tuesday, we started up a Holiday Cookie Recipe Exchange. Steve Carrell topped Brookline's Top Ten Movies, with "Crazy, Stupid, Love"--beating out the final chapter in the "Harry Potter" saga. David Ortiz visited the Animal Rescue League, along with a Brookline 5th grader. Tuesday night, Brookline's special town meeting started. We …

Special Town Meeting: Full Results

The full results on the town meeting warrant from Brookline's special town meeting earlier this week.

Over the course of the week, Brookline's 240 town meeting members have voted on the 18 issues presented at Special Town Meeting. Health Department to Continue Scheduling Playground Use

Town Meeting votes for the Health Department to continue keeping a master schedule of playground and park use by day care centers.

Town Meeting passed the Advisory Committee's version of Article 15, which urges the Health Department to continue making and monitoring a schedule for group day care centers and family child care programs to use parks and open spaces. An amendment that would also create a moderator's committee to study the use was defeated.  The petitioner, Ruthann Sneider explained that her goal was "to ease the tension and bring situation to your attention." In the last year, the Brookline Health Department, and the Parks Department have worked together to make a master schedule with the various day care programs to prevent overlap.  "Brookline has long been seen as a community that is welcoming to children." Brookline Stays in Norfolk County, For Now

Town Meeting voted down two articles aimed at getting Brookline out of Norfolk County, and possibly abolishing the county.

Despite two warrant articles filed for Brookline's Special Town Meeting, Brookline will remain a part of Norfolk County. Both warrant articles 11 and 12 were voted down at last night's meeting.  Harry Bohrs of the Advisory Committee explained the two articles. The first, he said, is home rule legislation to remove Brookline from Norfolk County. The second article was a resolution calling for the abolition of Norfolk as a county. He hoped the resolution would send a message to the state that "The natives are getting restless." Selectman Ken Golstein, who has been attending Norfolk County meetings and speaking with representatives from other constituent municipalities, said the Board "unanimously and vehemently agree[s] with purpose of …

Leaf Blower Ban Passes Town Meeting

Warrant Article 9, designed to restrict the use of leaf blowers to a few weeks of the year, passes unamended at Brookline's Special Town Meeting.

Brookline's yards will be free of leaf blowers noise, at least for certain parts of the year. At Brookline's Special Town Meeting last night, town meeting members voted to support warrant article 9, including an exemption for the Town and properties over 5 acres, passing on the Advisory Committee resolution to enforce the noise bylaw better.  Under this new bylaw, property owners can only use their gas-powered leaf blowers in spring between March 15 and May 15, and in the autumn between September 15 and December 15. Property owners with more than 5 acres, and the Department of Public Works are exempted, allowed to use leaf blowers year round. These large property owners include the golf course, and Hellenic and Pine Manor colleges. …

At the second session of Brookline's Special Town Meeting, votes were taken on a second set of 6 articles from the Town Meeting warrant. Check back with Patch later today for coverage on these discussions. Brookline's Town Meeting returns tonight, picking up at article 16, dealing with the schedule of future Town Meetings.
