Brookline Arrest Log: January 30 - February 5

The following information was supplied by Brookline Police Dept. Where arrests or charges are mentioned, it does not indicate a conviction.

 

The following arrest report is based on Brookline Police Department reports for Jan. 30 through Feb. 5. Look for weekday incident reports each Saturday, weekend reports each Monday, and arrest logs each Tuesday on Brookline Patch. Suspects are innocent until proven guilty.

Monday, Jan. 30

  • Assault-and-battery – 56-year-old Daniel Loughlin, Seabrook, a NH resident. The site foreman working for a construction company at a Runkle School project on Druce Street reported a past assault-and-battery incident on the site. A subcontractor was using a steel rod to perform a test, and was confronted by the victim who calmly asked why he was doing it incorrectly--the test called for the rod to be sunk 6-inches into the ground, Loughlin was taking 12-inch deep measurements. Police reports say that, without warning, Loughlin pulled the rod out and said "here's your twelve inches," before striking the foreman in the head with the steel rod, knocking off his hard hat. Two witnesses corroborated the story, and noted that conversation between the two before the incident had been calm and cordial. Brookline police arrested Loughlin and charged him with assault-and-battery.
  • Warrant arrest – 28-year-old George Houston of Dracut was driving a vehicle which reportedly did not have an inspection sticker. Police determined that Houston had an outstanding warrant out of Brookline District Court, and arrested and charged him on that warrant at about 10 p.m.

Tuesday, Jan. 31

  • Warrant arrest – Mattapan resident, William Lisenby, aged 25, was riding in a vehicle which, when officers entered its information, returned a failed inspection sticker. Officers pulled the vehicle over, and confirmed that the sticker on the vehicle was valid. While speaking to the four passengers in the car, officers noticed they were not wearing seatbelts, when they asked for identification. Police determined that one of the passengers, Lisenby, had an outstanding warrant from Roxbury District Court, and arrested and charged him on that warrant at abouyt 12:30 a.m.
  • Warrant arrest – Brionn Adams, a Mattapan man aged 18. An officer was dispatched to Linden Street where a neighbor reported a group of kids were smoking marijuana around a picnic table at about 5 p.m. The officer arrived and determined that they were smoking tobacco cigarettes, and checked their identification. One of the people at the table explained that his neighbor does not like him, so she will often call the police about him. Brionn Adams was among the people at the table, and police determined that he had an outstanding warrant for his arrest from Brookline District Court, and he was arrested and charged on that warrant. No evidence of narcotics or contraband was found at the site. 
  • Warrant arrest – West Roxbury man, 22-year-old Michael Phalan, was parked in his cat on Ashville Road when a neighbor called and reported suspicious activity at about 6:45 p.m. He explained that he is a pizza delivery driver, he was awaiting a call for another delivery, and that there is no parking at his workplace. Officers learned that he had an outstanding warrant out of Quincy District Court, and that his license had been suspended. He was arrested and charged on that warrant and for operating after suspension. 
  • Shoplifting – Victor Gusarov, 55, of Thorndike Street. Two employees say they saw the suspect put items into his bag and leave the back of the store without paying at about 10 p.m.. The employees tried to stop him, and confronted him in the parking lot. When police spoke to him, he had no receipt and could not tell officers which cashier had rung him up. Police arrested and charged him with shoplifting, and he was transferred to Beth Israel Hospital during the medical portion of the booking process. 

Wednesday, Feb. 1

  • Shoplifting – Jamaica Plain man, 41-year-old Narciso Monanez. At about 3 p.m., officers reported seeing a man walking the Harvard Street Stop & Shop kept looking over his shoulder as though he expected to be followed, while carrying a basket containing 19 packages of batteries out of the store, over $150 in product. Monanez was carrying the same type of basket typically left at the register after a sale. Officers stopped the man, who couldn't produce a receipt. They confirmed with the store's employees and arrested and charged the man with shoplifting. 

Friday, Feb 3

  • Operating under the influence of alcohol – Seung Oh, 21, a Babson Park resident. An officer driving at about 1:45 a.m. saw a vehicle traveling over 60 mph on Boylston Street between Catlin Road and Fisher Avenue. The officer pulled this vehicle over and reports that he immediately smelled a strong odor of alcohol coming out of the car. The officer determined he was driving under the influence of alcohol and placed him under arrest, charging him with operating under the influence and speeding. 
  • Larceny of items worth over $250 – Saugus woman, Jayne Ciampa, aged 44. Employess at Trader Joe's reported, at about 7 p.m., that a woman had come into the store and was placing items from her cart into bags she brought with her. When she went to the help desk to ask about store hours and what items they carried, employees noticed she seemed nervous, and stuttered a little as she spoke. One employee followed her and asked to see a receipt, which she could not provide, nor could she name the teller who checked her out. Police were contacted, and she was arrested and charged with larceny of items over $250.

Saturday, Feb. 4

  • Operating under the influence of alchohol – Parsippany, NJ resident, Saumil Patel, aged 29. An officer saw a vehicle traveling down Lee Street at about 2 a.m., reportedly going about 45 mph in the 35 mph zone. The officer pulled the vehicle over, and could smell alcohol on the driver, Patel. Patel was arrested and charged with operating under the influence of alcohol.

    Sunday, Feb. 5

    • Disorderly person – Sean Chase, 21, of Cambridge, Abraham Hunter, 23, of Boston and Daniel Powers, 22, of Andover. A police officer passing the Beacon Street/Washington Street intersection at around midnight, after the Super Bowl, came upon a fight that appears to have been game-related. One man was reportedly pushing others onto the MBTA tracks nearby, wrestling with them. As the officer approached, three men took off, and four others remained on the corner of the street. The officer caught up with the one who had been pushing people onto the tracks, Chase. Other officers caught up with the other two men, Hunter and Powers, who were fleeing on University Road. According to police reports, the four victims had been walking to the T stop, talking about the New York Giants, when one of the attackers began "talking trash" and punched one of them in the nose. The Brookline Police Blog says that the attackers charged the other group. Chase was charged with assault-and-battery and being a disorderly person. Both Hunter and Powers both received disorderly person charges. None of the victims were injured in the scuffle.
